FIU Ocean Bank: preparing the arena, installation and event review
Ocean Bank Convocation Center (OBCC) is on FIU’s Modesto Maidique Campus (MMC). Commencement lists 1180 SW 113th Ave, Miami, FL 33174; the county’s official address record classifies it as unincorporated Miami-Dade. That location alone does not determine the authority for each construction activity, installation or effect.
Prepare the arena layout before committing audience and equipment
FIU offers OBCC for ceremonies, sports, concerts, banquets, trade shows and other events. Do not use the advertised attendance maximum for all those layouts. Request the current arrangement of seating, floor, stage, FOH and supports, with event capacity, accessibility and evacuation.
| FIU reference | Preparation check | Limit to resolve |
|---|---|---|
| Up to 5,000 attendees | Place audience, production, aisles and exits on the same plan. | Accepted capacity for that configuration, not every activity. |
| 19,000 ft² main floor | Overlay stage, LED, PA, control and circulation. | Usable area, protection, loads and support reactions. |
| Dressing rooms, meeting suites and support areas | Assign the space for each task and equipment group. | Contractual availability; not every support space is included. |
Classify the request and do not confuse a response with approval
The FAQ distinguishes authorized students and organizations using EMS, FIU departments and external clients. A non-FIU event uses the external request even if its organizer is affiliated with the university. Institutional events as described by FIU must benefit its mission and be billed to a department SpeedType; request classification if sponsorship is unclear.
The FAQ states a commitment to respond within 2 business days and warns complex events may take longer for services and risk review. Do not treat that interval as rigging acceptance, a final quote or a permit. Check that the response identifies OBCC, date, hours and pending services; if the space is absent from EMS, ask Central Reservations to identify the space manager.
Declare structures, lighting and effects for event review
FIU includes crowd size, temporary structures such as tents or additional lighting, fire and pyrotechnics among review factors. Prepare the plan, equipment, proposed effect, sequence, responsibilities and schedule. The FAQ describes involvement by FIU Police, Environmental Health & Safety (EH&S) and other offices according to the event; room availability does not replace that review.
Event Services lists site plan review, Fire watch and fire inspections among EH&S services. Agree which apply to the project and what must be resolved before installation. The sources used do not authorize haze, smoke, lasers or pyrotechnics at OBCC. Without acceptance of an effect, retain a design without it; do not interfere with detection or safety systems.
Request OBCC-specific rigging, floor and power documentation
Submit complete equipment and structure weights, proposed points or supports, distribution and installation method. Do not infer capacity from a beam, the arena’s size or equipment visible in an image. Without accepted plans and loads, keep hanging pending; a supported alternative also requires review of bases, reactions, ballast and floor protection.
Request circuits, voltage, phases, assigned power, protection, connectors, routes and who may connect, check and remove each system. Do not transfer Graham Center, Wolfe University Center, Wertheim or another arena’s data to OBCC. If points, supports or demand change, review the plan and assignment before connecting or installing.
Contract signal paths and rehearsal as well as the arena
Media & Technology advertises AV, streaming, video production and Detailed Rehearsal. Request the equipment and crew assigned to OBCC, formats, inputs and destinations, recording and network service. A university-wide offering confirms no particular screen, scoreboard, console or connection for your event.
Prepare a signal matrix and save the accepted patch with the operator before changes. Perform checks without an audience and at a low initial level; without exact models and versions, do not specify menus or connectors.
| Check to perform | What to observe | How to continue |
|---|---|---|
| Identified pattern to each accepted screen | Destination, orientation, framing and sightlines. | Distinguish incorrect routing from format or geometry; correct and repeat. |
| Speech and playback to PA, monitors and recording | Signal at the intended destination and absent from unassigned destinations. | Review the matrix with the operator and restore the previous patch if the correction is not verified. |
| Transmission test to the actual destination and recorded playback | Continuity, audio, sync and deliverable file. | Review the failing stage; retain local recording or playback if the network output is not validated. |
Separate guest arrival, parking and production loading
Directions & Parking guides Commencement guests, not loading operations. Do not treat its VIP Parking or Panther Garage routes as truck authorization. Request the gate, dock, clearances, route capacity, unloading, credentials and hours for the actual packages and vehicles.
Event Services requires parking and transportation coordination; visitors need a permit, event permit or payment for a metered space as applicable. Plan audience, technical crew and delivery access separately. Before dispatch, compare dimensions and weights with the accepted route; if packages will not pass, revise packing or sequence within equipment limits without improvising an audience route.
Resolve insurance, responsibilities and revisions in writing
FIU requires proof of insurance from external clients and a COI from external vendors working on campus. The published exemption for departments and student organizations does not remove an external vendor’s COI. Compare certificate, activities and current requirements with FIU’s sample and request acceptance; these pages do not replace the policy or event contract.
The FAQ allows internal cancellation through EMS, under My Events, at least 10 business days in advance; with less notice it directs contact with the space manager and charges may apply. External requests must be canceled directly with the space manager. Do not convert the internal rule into free external cancellation. Also confirm costs and conditions for changes to equipment, layout, hours or services.
Preparation worksheet: not a reservation, permit, calculation or approval. Keep every plan, list and response with its revision; leave modified scope pending until the corresponding acceptance is received.
| Requirement type | What to identify |
|---|---|
| Authority | Jurisdiction, permits and inspections applicable to each intervention. |
| Institution and venue | OBCC, layout, capacity, loads, power, access and technical review. |
| Organizer | Program, audience, declared risks and coordination. |
| Contract | Classification, insurance, vendors, staffing, costs, deadlines and changes. |
| Technical recommendation | Plan, signal matrix, rehearsal, backup and revision record. |
Frequently asked questions
Can I plan for 5,000 attendees in addition to the stage and FOH?
Do not treat the advertised maximum as your layout capacity. Draw audience, stage, control, cameras, supports and circulation and request the accepted OBCC configuration. If production occupies required space, review layout or attendance before committing the installation.
Does the 19,000 ft² floor confirm I can hang or support an LED screen?
No. Area defines neither hanging points nor allowable floor loads. Submit complete weight, distribution and method. Without acceptance, redesign; supports also require review of bases, reactions, ballast and surface protection.
Does a response within two business days authorize installation?
The FAQ refers to a response within 2 business days and allows more time for complex events. Check what it confirms and what remains under review: venue, layout, services, risks and technical acceptance. Do not connect or install scope that has not been accepted.
Is a company event internal if an FIU member submits it?
Personal affiliation does not make it institutional. The FAQ directs non-FIU events to the external request and defines institutional events by mission connection and billing to the department SpeedType. Request confirmation of classification and applicable contract.
Does my AV vendor need a COI if a department organizes the event?
Yes: the FAQ requires a COI from every external vendor working on campus. The department or student-organization exemption does not transfer to the vendor. Compare activities and certificate with FIU’s current requirements and resolve acceptance before providing service.
Does booking the arena allow haze, lasers or pyrotechnics?
It does not establish that permission. Declare them with equipment, location, sequence and responsibilities to determine venue, EH&S and applicable authority review. Without effect acceptance, retain the design without it and do not alter safety systems.
Can I send the truck along the Commencement route?
That page guides guests. Request technical access, unloading, clearances, route and hours for the actual vehicle and cases. If the route is not accepted or packages will not pass, revise dispatch and sequence before sending them; do not treat guest parking as a loading area.
Official documentation
The OBCC profile describes its offering and area; the FAQ and Event Services explain the institutional process. Request current arena rider, plan, loads, power, crew and contract. Commencement directions concern guests, not technical loading or every event.
