Javits Center: rigging, floor loads and permits for LED walls and effects
Identify the building, level, hall and booth before selecting LED wall support or submitting a rigging order to Javits Center. North Building, River Pavilion and the main building exhibit halls have different limits.
Which venue and approval apply to the project?
Jacob K. Javits Convention Center of New York is in Manhattan, New York County, City of New York, New York State. It is operated by New York Convention Center Operating Corporation (NYCCOC). The public address is 429 11th Avenue; event deliveries go to 369 12th Avenue and are received by the event’s General Service Contractor. Confirm the slot and access before dispatch.
The venue’s Operational Policies & Guidelines distinguish the main building, North Building and spaces such as River Pavilion. Include the exact room, level, booth, dates and drawing revision in every submission. A shared address does not allow capacities to be transferred between spaces.
The organizer may also restrict height, booth type and providers. At NAB Show New York 2026, Freeman is named as the event’s exclusive rigging provider, while Javits employees perform the work according to the task. That exclusivity must not be extended to every exhibition.
| Approval level | What needs acceptance |
|---|---|
| Authority | Applicable permit or registration, conditions and inspection; booth approval does not replace them. |
| Venue | Loads, points, floor, access, systems and safety conditions for the precise space. |
| Organizer | Design, height, circulation and restrictions for that exhibition. |
| Contract / provider | Scope, crew, equipment, exclusivity, operation and removal. |
| Technical check | Compare the actual installation and equipment with the accepted revision before enabling them. |
Which suspension limits should be checked by level and hall?
The policies require advance approval of suspended loads. In the space frame on Levels 3 and 4, check both each node and the total load in each bay; dividing screen weight by the number of hoists is not sufficient.
The table retains the scopes of the Hanging Load Restrictions section. It does not automatically assign those points to North Building or another ceiling. Request the approved point plot and method, with reactions and the weight of hoists, truss, hardware and cables. The additional “within 20% of load capacity” clause needs clarification by Javits for the project; do not independently treat it as available margin.
NAB Show New York 2026 requires a chain hoist starting at 200 lb. This is an event method threshold, not a roof capacity. The same exhibition requires an original wet-stamped drawing by a licensed U.S. engineer for trusses and video walls, final review by Javits and Freeman, and wind and seismic calculations; outdoor trusses require a staking and ballasting plan where applicable.
For that exhibition, general text allows signs in islands and split-islands, but the eligibility table restricts suspended trusses to islands larger than 400 ft². Do not fabricate a split-island truss based only on the general description: obtain a written determination for the booth.
| Element / scope in Javits policies | Stated limit |
|---|---|
| Space frame, Levels 3 and 4 · 90 × 90 ft bay | 15000 lb total per bay |
| Space frame node | 1500 lb per node |
| Space frame member | 50 lb per member |
| Threaded points, halls 1B and 1C | 100 lb per point; minimum spacing of 2 ft in both directions |
| Partition tracks, halls 1A, 3D and 1E | 50 lb per point using Javits-approved devices |
What should be checked for a floor-supported LED wall and power?
The table lists published floor loads by area; these do not alone establish the capacity for a leg, wheel or concentrated support. Submit footprint, weight per support, ballast, lifts and the complete route from unloading to final position. Do not use the average over the booth area to justify a point load.
The policies prohibit drilling floors or installing wall anchors. Forklifts in River Pavilion and carpeted halls 1D and 1E require a masonite path; motorized aerial lifts require shrink-wrapped wheels. On terrazzo, a forklift needs special permission and pneumatic tires; confirm the equipment and protection before moving it.
Javits electricians install and remove distribution, lighting, audio, video and data, audio and video cabling within exhibits or under carpet. They also operate sound, light and video systems unless the electrical department approves a specific exemption. Obtain that acceptance before assigning the console or server to outside personnel.
The exception for plugging in your own equipment requires properly ordered 110 V service of 500 W or less. It is not permission to distribute power to a higher-consumption LED wall. Submit voltage, phases, current, connectors and required hours; check the confirmed order before energizing. If power fails, ask the electrician to distinguish scheduling, circuit and fault issues; do not change protection or outlets to restore supply.
| Surface in Javits policies | Published floor load |
|---|---|
| Level 4 · exhibit halls | 100 lb/ft² |
| Level 3 · exhibit halls | 350 lb/ft² |
| Level 1 · exhibit halls | 350 lb/ft² |
| Hall 3, as named in the document | 350 lb/ft²; confirm its location on the drawing |
| Crystal Palace | 150 lb/ft² |
| Level 4 North Building | 125 lb/ft² |
| Level 5 North Building | 250 lb/ft² |
Who may install, and where should equipment enter?
The General Service Contractor and EACs supply management and supervision but hire Javits installation labor under the policies. Carpentry, freight movement, rigging and electrical work are different tasks. Supervisor approval does not authorize work reserved to a crew.
Exhibitors may assemble and dismantle displays up to 250 ft² using their employees, without tools or ladders and with proof of employment. The electrical exception allows their own lights in booths up to 400 ft², without tools or ladders and with an order of up to 500 W. Check every condition; do not treat the area limit as rigging or electrical installation authorization.
Hand carry requires exhibitor employees, designated hours and routes. The policies limit vehicles to a standard van, with a placard and 45 minutes; unloading from 11th Avenue and freight entry through Crystal Palace or the north atrium are not allowed. Do not use expansion passenger elevators or escalators to move equipment. Coordinate with the contractor for a case or panel that exceeds hand-carry arrangements.
For NAB Show New York 2026, the guide places South Javits hand carry on the Level 2 inner roadway, entering at 38th Street and 11th Avenue during its designated hours. That is an edition-specific route; for another show, confirm access, credentials, dock and removal. The visitor address does not assign an unloading location.
How should fog, haze, pyrotechnics and lasers be cleared?
FDNY Special Effects Series material dated 01/2026 requires permits for smoke, fog and haze and distinguishes credentials by effect. E-06 covers certain water-based smoke equipment and hazers using compressed-gas tanks up to 20 lb; it does not authorize every device, fluid or effect. Submit model, SDS, location, quantity, duration and qualified personnel under the event conditions.
Inspection requests and permit applications must be submitted at least 3 business days ahead under that material. Prepare property consent, insurance, credentials, diagram, material certificates and safety measures. That minimum does not guarantee approval or replace venue deadlines. Film-specific procedures must not automatically be applied to an exhibition.
Do not disable detectors for a test. If the effect requires alarm intervention, the property and FDNY must establish consent, the plan, notifications and the appropriate personnel. An annual haze permit does not remove the event notification identifying alarm status and machine and fluid quantities and types. On completion, verify restoration with the responsible party; without authorization, keep the effect disabled.
For lasers, distinguish equipment registration, operator qualification and notice of temporary use to NYS Department of Labor: SH280, SH275 and SH281 are different documents. Part 50 contains exceptions for approved low-intensity lasers; do not infer them from power alone or by calling an activity a test. Confirm classification, jurisdiction and conditions for the specific application.
State paperwork does not replace federal requirements. For a Class IIIb or IV show, FDA requires applicable product and show documentation and a variance approval letter before producing it. If outdoor effects may reach airspace, also check the FAA process. Written organizer permission and Javits acceptance remain separate approvals.
What should be submitted, budgeted and resubmitted after changes?
For NAB Show New York 2026, islands were required to submit drawings and renderings to show management and Javits Fire & Safety by August 1, 2026. Covered and multi-level booths require review regardless of size. By October 17 that deadline had passed: request late-submission instructions and do not assume EAC registration grants approval.
The policies prohibit double-deck booths in first-floor halls, 3D and North Building Levels 4 and 5; they allow them in River Pavilion, 3A, 3B and 3E subject to requirements. They specify an NYC Department of Buildings permit for a walkable second tier or a solid overhead structure larger than 120 ft². Settle the space and submission with the venue and DOB before fabrication.
Check with the venue which occupancy limit and assembly plan cover the configuration. If a Temporary Place of Assembly Certificate of Operation (TPACO) is required, the city portal lists USD 250, filing 10 business days ahead to avoid late fees, and USD 100 per late day under its calculation. It is not a permit every booth must automatically purchase, nor a substitute for a work or effects permit.
Labor reservations should cover installation, opening and removal. The policies list minimums of 8 hours for Freight Handlers, 4 hours for Exhibit Builders and 7 hours for electricians, with craft-specific shifts and premiums. Request current pricing including equipment, engineering, supervision, overtime, taxes and dismantling: this guide provides no universal per-point price.
If the screen, weight, supports, height, position, power or effect changes, mark the revision and resubmit drawings and orders to the organizer, Javits, provider and authority where applicable. Do not change only the production drawing: installation must match the accepted version. If the change is not accepted, retain the previous authorized configuration or remove the item from scope.
The preparation worksheet collects review data. It does not certify capacity, stability, occupancy or permits for a real installation; retain accepted drawings, orders and applicable inspections with it.
Frequently asked questions
Can Levels 3 and 4 limits be used for the North Building roof?
No. Identify the structure and drawing for the contracted space. Node, member and bay limits do not transfer to another roof just because it shares a level designation. Obtain acceptance of points and reactions before booking the lift.
Is a per-square-foot value sufficient to approve an LED base?
No. Concentrated loads, footprint, ballast, wheels and the route must be reviewed alongside the applicable surface limit. If the support or route differs from the accepted drawing, suspend movement and submit the difference.
Can my technician operate Resolume or the console?
The policies reserve sound, lighting and video system operation to Javits electricians unless a specific exemption is granted. Include server, control, tasks and hours in the request to the electrical department. Supplying equipment is different from being authorized to operate it.
Can water-based haze be used without a permit?
Do not assume fluid type authorizes it. FDNY requires the applicable permit and credentials process; the property must coordinate detection and conditions. Submit equipment and SDS and keep the effect off until acceptance is obtained.
Is an FDA variance enough to bring a laser to Javits?
No. Also verify equipment registration and the operator with NYS Department of Labor, applicable temporary notice, venue and organizer. Prepare model, class, drawing and show configuration. The federal letter does not replace the other approvals.
Can a screen be moved after the drawing is approved?
Compare the proposed position with accepted points, reactions, floor, circulation and power. Submit the revision before moving it and confirm whether new engineering or inspection is required. Without acceptance, retain the previous authorized installation.
