Tampa Convention Center: rigging, load-in and covered booths

At Tampa Convention Center, 333 South Franklin Street, Tampa, Florida, coordinate rigging with Encore and electrical services with Edlen. These are separate scopes even when serving the same display or structure.

What plan does Encore need to review rigging?

The General Building Policies, published in June 2025, require the exclusive supplier to review every rigging plan, including ground support. Show point weights, coordinates, heights, equipment and supports. Obtain room-specific WLLs: meeting a deadline does not establish structural capacity.

The 2026 exhibitor guide reserves flown truss, hoists, points and rigging labor to Encore. It does not allow dead hangs over 100 lb or over 10 ft long: chain hoists are quoted instead. This is a service rule, not an approved roof capacity.

What plan does Encore need to review rigging?
CheckScope
Rigging plan≥21 days before first move-in
Dead hangNot for >100 lb or >10 ft length
Hoist and overhead dropSeparate Edlen / Encore orders

Why can a display still lack overhead power after electricity was ordered?

Edlen exclusively provides temporary utilities, wall and floor outlets, distribution and associated labor. For a ceiling drop, mark its position on a dimensioned plan and add an Encore rigging order to route the overhead line to that location.

Check voltage, phases, current, connector and position against the approved distribution before connecting. Hoist power is ordered separately. If orders disagree, leave the circuit disconnected until corrected; do not adapt an outlet based on appearance.

What should be checked after a late project change?

Identify the latest approved revision and send weight, point, floor, power and timing changes to the Event Manager and affected suppliers. Changes to the approved setup three days or less before first move-in may incur fees; this does not grant automatic approval.

Reserve access and working areas without blocking egress or the public Riverwalk route. Lasers, haze and other effects need event-specific review; do not add them to a rigging authorization. If a change is unresolved, return to the approved configuration that remains valid.

What should be checked for floor-supported LED, ballast or machinery in Exhibit Hall?

The June 2025 General Building Policies publish three Exhibit Hall criteria: 350 lb/ft² uniform live load, an individual concentrated load of 16,000 lb on a 2 ft × 2 ft contact area, and equipment with dynamic characteristics up to 24,000 lb equivalent static load. These are not ballroom, roof-point or walkway limits.

Plot bases, wheels, ballast and installation machinery using actual weights and contact areas. A small wheel does not have a 2 ft × 2 ft contact area; dividing base weight by the entire hall area is not justification either. Obtain Operations review of positions and route before applying these limits.

For equipment exceeding the guidelines, the manual requires certified load-distribution supports and documentation confirming the precise location, including cranes, lifts or forklifts needed for placement. TCC must receive that certification at least 90 days before the event. Resubmit calculations before entry after changing equipment or footprint.

When does the Tampa Fire Marshal review the floor plan?

An event with exhibits, departing from preapproved maximum capacities, or using exhibit halls requires Tampa Fire Marshal plan review. For an exhibition, approval must precede booth sales. The event cannot open without TCC and TFM approvals.

Use the TCC scale template and identify event, spaces, contracted dates and revision; show aisle and booth dimensions, exits, fire equipment, columns, queues, lobby structures, storage, registration and utility grid. Changes follow the same review route; the policy states that the review fee for that process is not repeated, without waiving other services or costs.

Does water-based haze avoid Fire Watch or effects approval?

The General Building Policies list Fog Machines among events requiring on-site Fire Watch, coordinated through TCC at the licensee’s expense. Disclose haze generator, fluid, position and timing to the Event Manager to determine service and inspection requirements with TFR.

For pyrotechnics, the municipal page updated October 1, 2023 requires an event-specific application, insurance, supplier and operator licenses, a product/extinguisher plan, product list with type, quantity, manufacturer and MSDS/SDS, and fabric or scenery certificates. Indoor displays require a demonstration on show day: coordinate its time, personnel and conditions with TFR before performing it.

The same page requires Fire Watch and describes at least one indoor or two outdoor inspectors, with a four-hour minimum per inspector, for pyrotechnic displays. Do not automatically apply this minimum to haze. Sparkular units require direction by the lead operator and confirmation of additional requirements; the term cold sparks does not establish an exemption.

Keep a show version without the effect as backup. If testing is not authorized or visibility or alarm issues occur, stop emission and coordinate recovery with TCC/TFR; AV production must not bypass detectors. State laser registration likewise does not replace local and venue authorization.

Which entrance should receive the truck, and where can flight cases be stored?

Assign the entrance to the room before dispatch. The June 2025 General Building Policies distinguish the destinations in the table; the lower dock vehicle limit does not specify door clearances or route capacity. Confirm maneuvering, packed dimensions, wheel loads and load-in/load-out times with the Event Manager.

Personal vehicles have a maximum of 30 minutes for loading or unloading and cannot park on the docks. Early or late trailer drop-off or pickup must be arranged; exclusive Front Drive access requires contracting. Keep two freight-free aisles per Exhibit Hall during move-in and move-out, following the approved plan.

The Loading Docks & Front Drive map marks 15 ft 9 in clearance on the Franklin Street and Channelside Drive approaches. This is an access reference, not the dimensions of every freight door or approval of the entire route. Check the truck’s actual loaded height and any operational restrictions before dispatch.

Channelside Dr. Dock111 Channelside DriveBallrooms and meeting rooms; trailers up to 45 ft and box trucks
Front Drive333 South Franklin StreetPersonal-vehicle loading/unloading; exclusive use by contract

Empty crates may be stored only in marked Upper Loading Dock areas during the contract. The manual prohibits indoor freight storage and allows removal or relocation to be required; if space is insufficient, arrange empty trailers or off-site storage without blocking exits. For FedEx shipments, confirm the consignee and acceptance: freight addressed to the general contractor may not be accepted. Shipments arriving more than 3 days before move-in incur additional drayage; this does not guarantee receipt or storage.

What changes when a booth has a roof, canopy or multiple levels?

Before finalizing the design, show actual covered area, levels, enclosures, exits and their relationship to room detection and sprinklers. The June 2025 policies specify the table’s requirements. The Tampa Fire Marshal determines the project-specific solution; do not choose Fire Watch independently or treat a smaller area as automatic permission.

Review stability, ballast and floor reactions separately. An accepted rigging plan does not approve a booth roof or its egress. If a cover is added after review, identify the change and resubmit before installation; retain the still-approved uncovered configuration until resolved.

What changes when a booth has a roof, canopy or multiple levels?
Condition described in the manualPublished requirement and check
Covered area, including tents, >900 ft²Tampa Fire Rescue permit
Covered area, including tents, >300 ft²Battery-operated smoke detector and fire extinguisher
Single-level covered area >300 ft² or multilevel boothSprinkler protection or Fire Watch at licensee/exhibitor expense; establish with TFM

These are venue manual conditions: they do not replace the submission or applicable code requirements. Include all accepted measures in the plan review and verify their installation before opening to attendees.

Does an ordered outlet include distribution and rehearsal service?

The outlet rate excludes equipment, connections, special wiring and distribution to other locations within the area or booth. Prepare a dimensioned, oriented plan showing each handoff and submit it at least 21 days before move-in. Utilities publishes a minimum of 1 hour for installation and 1/2 hour for removal for that service; distinguish these minimums from rigging calls.

Assign protection for each cable run: Edlen does not tape down or ramp AV or rigging cables it does not own. Coordinate approved crossing protection with the cable owner and venue before opening the route. Do not assume gaffer tape is acceptable: policies prohibit high-residue tapes on the floor.

Utilities states that power is provided 24 hours during the show, without daily or consumption charges beyond ordered services, but does not guarantee continuity through external outages. Confirm energization for setup, rehearsal and load-out; do not infer those times from the show period. If delivery differs from the order, leave the affected load disconnected, correct location and service, and check the accepted state before resuming.

Frequently asked questions

How many riggers does the exhibitor guide specify?

At least three in the Exhibit Hall; scope may require more. Have signs assembled and rated hardware ready to avoid billable waiting time.

Does 24% apply to the entire budget?

The 2026 guide applies a taxable 24% service charge to the rigging equipment subtotal. Obtain an itemized tax and service breakdown; do not extend it to all production costs.

Are wall outlets free?

The utilities page states that no power is complimentary, including wall outlets, and the 2027 price sheet applies from September 1, 2026. Confirm the rate applicable to your event.

Can an external AV supplier be hired without notifying TCC?

No. Policies require submission of the supplier and COI to the Event Manager 45 days before the first contracted date. AV supplier approval does not transfer exclusive rigging, utility or telecommunications services.

Is rigging plan approval enough to sell booths?

No. For exhibits, the safety floor plan needs Tampa Fire Marshal approval before booth sales. Encore review covers another scope; verify both reviews and their consistency.

Does rigging approval allow direct access to the catwalk?

No. The manual requires advance access approval and an escort by TCC personnel. Coordinate the task, time and route; do not enter independently or treat suspension authorization as access accreditation. Reschedule the work if no escort is confirmed.

What floor protection is needed for a lift or pallet jack?

Carpeted and terrazzo areas must be protected from equipment movement and placement. The manual allows reinforced 6 mil polyethylene and may require plywood or similar material for heavy freight; 6 mil is thickness in thousandths of an inch, not millimeters. Coordinate the solution for the specific wheel, load and surface: protecting the finish does not increase structural capacity. All adhesives require prior approval.

Is air conditioning included during setup or load-out?

The manual includes it during scheduled event hours. During move-in or move-out it can be requested at the applicable rate, with exterior doors closed while it runs. Agree rehearsal hours as well before scheduling equipment and room conditions. If truck access changes, review door and HVAC coordination.
