OCCC Orlando: LED wall rigging, power and effects permits

First identify the West Building or North-South Building, room, booth and first contracted access day. Orange County Convention Center (OCCC), Florida, is owned and operated by the Orange County Board of County Commissioners. An Orlando postal address alone does not establish which authority must approve each installation.

Which building and services must be confirmed before contracting?

West Concourse uses 9800 International Drive; North Concourse, 9400 Universal Boulevard; South Concourse, 9899 International Drive, Orlando, FL 32819. These addresses identify campus entrances, not your truck’s authorized dock. Request the hall, loading door, route and access window from show management and OCCC Event Management.

The official expansion update reports that Convention Way alongside the North-South Building closed on February 26, 2026 for the duration of construction. Confirm the current route before dispatch and retain the assigned access plan; a previous event’s route may no longer be usable.

The exhibitor manual must identify show management, its general services contractor and the height, schedule and booth restrictions. An ESCA badge or another OCCC-approved credential identifies workers; it does not authorize work on exclusive services or replace project permits.

Which building and services must be confirmed before contracting?
ScopeResponsible serviceCheck
Aerial rigging and building attachmentsOCCC exclusive service; installs truss and motors.Separate assembly of the LED wall or sign, which is the exhibitor’s or EAC’s responsibility.
Building servicesOCCC Event Utilities for connections; Smart City for internet and telecommunications.Define delivery point, distribution, network and responsibility for each connection.
Audiovisual and effectsLMG is listed as the preferred AV provider. Show management, OCCC and Orange County Fire Rescue have separate approvals.Do not turn preferred-provider status into exclusivity over all AV.

What does OCCC need to review a suspended LED wall or sign?

The drawing must locate the assembly within booth boundaries with neighboring aisles and booth numbers, dimensions, total weight and trim height. In these documents, trim height runs from the floor to the top of the suspended item. Also add the bottom elevation to check clear height; do not interchange these dimensions.

For the review, itemize panels, hanging bars, truss, motors, cabling and accessories, and submit calculated point reactions supported by documentation for the exact system. Ask OCCC for the points and limits applicable to the hall. Total weight divided by the number of motors does not establish load distribution.

Aerial Rigging Conditions REV072026R2 requires a chain hoist for signs or truss exceeding 100 lb. In Hall C, an item exceeding 200 lb must be referred to OCCC Rigging as early as possible. These are different conditions: 200 lb is neither a point capacity nor automatic approval for lighter items.

Hardware must carry a WLL and manufacturer approval for overhead suspension. Nylon slings require steel safety cables; suspended items with electrical components require steel backup. Rotating signs are lifted on motorized chain hoists. The installation remains subject to final inspection and may be rejected as unsafe.

Page 1 of REV072026R2 requires a structural engineering seal for signs; its page 4 and Event Planning Guide REV.072026R3 make this conditional. Obtain written confirmation of the calculations, drawings and seal required for your assembly before fabrication. Do not use the conditional clause as an exemption or copy a seal from a sample drawing.

What changes for a ground-supported LED wall and who may connect it?

For ground support, submit footprint, weight, reactions at bases or wheels, ballast, height and unloading route. Surface protection does not establish slab capacity or support stability. Until the hall limits and exact system have been reviewed, do not adopt a generic allowable load or ballast quantity.

The general guide requires at least 6 mil (mil = 0.001 in) polyethylene over carpet; heavy items require temporary carpet or plywood over reinforced polyethylene. It defines heavy items as those exceeding 1500 lb: this is a protection and handling criterion, not a floor capacity. Freight may not travel on escalators, moving sidewalks or passenger elevators; use docks and an authorized service route.

Check each equipment nameplate: voltage, phases, frequency and consumption. Only an OCCC electrician connects to building electrical equipment and makes service connections and overload protection. Electrical Conditions REV.012025R0 allows the exhibitor or EAC to branch power within the booth; bulk power excludes distribution panels, which the exhibitor must provide. Agree on that boundary before ordering cables or panels.

120 V cords must have three conductors and grounding. Keep floor boxes accessible and do not remove OCCC-supplied equipment. If the supply does not match the specification, do not energize: identify the delivery point and request correction from Event Utilities; troubleshooting or redistribution may be charged on time and materials.

The facility prohibits inverters and systems converting battery power to 120 V. Do not assume a UPS is exempt because of its name: submit the model and diagram for written confirmation before use. This does not prohibit every auxiliary battery; vehicle and other equipment battery conditions have their own scope.

When are drawings submitted and what approval does haze need?

Submit floor plans for Orange County Fire Rescue through OCCC Event Management. Show unobstructed exits, aisles and firefighting equipment. The guide requires structures to stand at least 20 ft from lobby doors and dock recesses. Confirm approved occupancy and layout for the hall; do not infer them from the complex’s overall area.

For haze or fog, use only properly labeled water-based fluid and submit machine, fluid, positions and a schedule covering rehearsals, technical runs and shows. EAC Conditions REV.022025R1.1 requires show management and Orange County Fire Rescue approval through OCCC Event Management and prohibits effects entering adjacent spaces. Oil-based fluid is prohibited.

Before any trial, confirm the effect’s interaction with detection and the supervision required by the authority. Do not disable detectors. If the effect reaches an adjacent hall, leaves residue or conflicts with approval, stop emission and return to the configuration without the effect until an approved change is available.

Fabrics and films must demonstrate flame propagation resistance under NFPA 701; keep certificates available. Styrofoam for set construction is prohibited. Covered or multi-level booths need specific review: do not turn their Fire Watch requirements into a universal rule for all haze.

When are drawings submitted and what approval does haze need?
SubmissionDocumented deadlineScheduling action
RiggingEvent Planning Guide: 30 days before the lease term and first move-in; Aerial Rigging Conditions: at least three weeks before first move-in.Prepare with a 30-day working margin and confirm the governing milestone. Do not present this as a single legal permit deadline.
Floor plan and Fire WatchGeneral guide: at least 30 days before first move-in for plans and Fire Watch requests.Route through OCCC Event Management; the guide lists laser/pyrotechnic displays among Fire Watch activities.
Haze/fogGeneral guide: 30 days’ notice, including rehearsals, technical runs and shows.Confirm show management and OCFR approval, location and schedule.
Special permits or noticesFire Marshal Regulations REV.102024R0: at least 21 days before move-in for listed activities.Do not use this deadline to omit the 30-day plan, haze or Fire Watch submissions.

What does a laser submission need and what changes outdoors?

Identify laser make, model and class before choosing the procedure. The general guide lists permits for lasers 3B and above; Fire Marshal Regulations uses broader wording. Also refer lower-class models to OCCC/OCFR for confirmation of their treatment; a wording difference does not grant approval.

For show review, prepare projector, operating and audience positions, beam paths, screens, reflective or diffuse surfaces and scanning patterns, velocity and frequency. An Orange County Fire Rescue permit is separate from Florida Department of Health registrations or notices and applicable FDA requirements. Confirm class, temporary equipment origin and show scope in each procedure.

For skyward projection, the facility document requires basic beam information and a copy of the FAA notification. This alone does not constitute operating authorization. Establish the applicable submission and conditions with the authorities before scheduling an outdoor emission.

The laser safety program needs an LSO; the sheet requires training before first use and at least annually, including fire safety, with records available. For outdoor tents, the document refers to Orange County Building Department. Submit support, wind, ballast, power, egress and the effect separately; a permit for one system does not approve the others.

For outdoor banners, the sheet recommends 70% mesh material or a solution allowing air passage and provides for removal under a severe weather notice. This material recommendation sets no allowable wind speed and cannot be transferred to an LED wall design.

How should costs, calls and installation changes be planned?

Ordinary rigging service does not guarantee a fixed load-in or strike time. Aerial Rigging Conditions offers a Dedicated Rigging Team in certain cases to agree on a date and time, with a minimum of 4 hours for load-in and 4 for load-out based on required staffing. Confirm availability before sequencing transport, LED assembly and rehearsal around it.

Rate Guide for Show Management REV030526R1.2 publishes these hourly per-person Rigger or Lift Operator rates. They are show management rates, not a complete quotation or necessarily the price in an exhibitor kit. The table calls for teams of three riggers and a minimum of 4 hours per team; request an estimate for your contract.

The guide’s categories are Incentive at 30 days or more, Base at 29 days or less before first move-in, and On-site from its start. Motors, truss, lifts, hardware, overtime and applicable taxes may be additional. The rigging sheet requires a card and deposit; the deposit is not the final total. Confirm rates, cancellation conditions and order validity separately.

If weight, position, height, point count, electrical distribution, fluid or laser path changes, mark the drawing revision and resubmit to every affected reviewer before execution. On-site rigging changes depend on staff availability and may be rejected. Keep the approved revision and return to it only if the equipment and conditions still match.

Document check: October 17, 2026. This guide prepares enquiries and submissions; it does not assign points, calculate structures or establish approval of a particular installation.

Frequently asked questions

May my supplier hang the LED wall at OCCC?

The supplier or EAC may assemble the equipment, but OCCC retains exclusive aerial rigging and installs truss and motors. Confirm tasks, points and the call in writing before installation; an LED wall rental does not automatically include facility services.

Must I submit rigging three weeks or 30 days in advance?

Event Planning Guide REV.072026R3 specifies 30 days; Aerial Rigging Conditions REV072026R2 specifies three weeks before first move-in. Arrange submission with 30 days and ask OCCC to confirm the deadline and lease-term start for your event. Do not choose the shorter deadline without that confirmation.

What does trim height mean in an OCCC drawing?

It is the distance from the floor to the top of the suspended item. Also state clear height below the assembly and its physical height so the review can distinguish both elevations.

May I connect my LED distribution panels?

The OCCC electrician connects to building equipment and makes service connections and protection. Electrical Conditions allows the exhibitor or EAC to branch power within the booth; bulk power excludes panels. Agree on voltage, phases, capacity and work boundary before energizing.

Can a water-based hazer run without notice?

No. The general guide requires 30 days’ notice including rehearsals and shows; EAC Conditions requires show management and OCFR approval through Event Management. Submit machine, labeled fluid, location and schedule, and confirm detection and supervision before a trial.

Can a ground-supported LED wall or a laser reuse another event’s permit?

Recheck hall, support, loads, power, routes and effects. Authorization applies to the approved design, location and activity. Submit differences to OCCC and the relevant authority; do not transfer capacities or permits between events.
