Walter E. Washington Convention Center: LED, rigging and permits in D.C.

Walter E. Washington Convention Center (WEWCC), managed by Events DC, is at 801 Allen Y. Lew Place NW, Washington, DC 20001; the former address uses Mount Vernon Place. It is in the District of Columbia, separate from Maryland, Virginia and Washington state. Identify the hall, ballroom, salon or meeting room before assigning points, labor or services.

Who may install, connect and operate each system?

Track five separate layers: authority, venue, organizer, service contract and technical review. Events DC identifies GLP as exclusive for rigging, Hi-Tech Electric for electrical and plumbing, and Smart City for telecommunications and Internet. An organizer order does not replace those assignments or authority permits.

GLP’s technical guide distinguishes IATSE Local 22 theatrical production, carpenters for exhibits and décor, and Teamsters for freight handling. Breakout-room scope changes when lighting, scenery or production systems are added. Define each task before hiring; confirm annual Right of Entry, insurance, badges and operator authorization with Events DC. Building access does not authorize lift operation.

SystemBefore installation
Load-bearing riggingGLP: drawings, equipment, points, installation and removal. Signage exceptions depend on space and task.
PowerHi-Tech Electric: drop, distribution, connections and energization schedule.
AV / exhibitsSeparate theatrical work, breakout AV, booth assembly and freight; confirm staffing and contract.

What drawings are needed for hanging LED or signage?

Prepare a scaled, revision-controlled plan showing loads in lb per point including motors and chain, inventory and quantities per truss, and trim heights. Use the exact area’s CAD. In Halls D/E, the guide distinguishes point and beam limits and prohibits bridles between beams; nominal capacities cannot be added or total weight divided by motors as a calculation.

The guide allows the official show contractor to handle certain lightweight signage with trained, certified workers, but every ballroom attachment belongs to GLP regardless of weight. The 200 lb threshold is not general permission to hang a screen. Also submit specialty motors, client truss or pre-rig: the 2021 guide restricts equipment while the 2025 production contract uses “preferred”; confirm the accepted exception and equipment in writing before shipping.

Do not use utility pipes, sprinklers, light fixtures, airwall tracks or ceiling panels as points. Obtain confirmation of WLL, inspection records and required redundancies; GLP must review the configuration. Do not move an already suspended assembly without its riggers present.

Does floor-supported LED avoid rigging?

Not necessarily. The guide requires overhead securing for pipe & drape above 18 ft and lists towers and lighting trees at 15 ft and above in one section. Another says “above 15 ft” and places ground-supported scenery above 20 ft, while another requires securing at 15 ft for structures on two bases or fewer. Submit height, base, weight, ballast and geometry; these differences create no exemption.

Events DC lists 350 lb/ft² for exhibit-hall floors. That does not authorize concentrated loads, wheels, ballast or other rooms. Obtain capacity by area and support, protection, dock and route. Meeting rooms, Salons, ballroom and pre-function areas have different heights and points; do not remove ceiling panels to find a point. Keep that installation out of the design until missing confirmation is resolved.

What should I check if the LED has no power after setup?

First confirm the ordered drop, voltage, connection, load by location and schedule with Hi-Tech Electric; do not reconnect a service taken out of operation. The 2018 electrical FAQ describes island-booth power being switched off after installation/testing and requested on once carpet is complete. Confirm whether that process applies to your order: it distinguishes pending energization from a screen fault.

Submit outlet locations, W or A per location and 24-hour needs. The FAQ distinguishes 120 V and 208 V services; do not assume imported-equipment or connector compatibility. Outside cords and power strips are subject to inspection and must not run under carpet or flooring. Under-carpet prelay and distribution changes belong to the authorized service; include removal and materials in the quote.

When are plans due, and how should I handle effects or structures?

Send the overall plan to the Event Manager first, followed by Fire Prevention review and final on-site inspection. Show exits, aisles, storage, fire equipment, occupancy and revisions. An accepted circulation plan does not certify rigging loads. These venue/provider milestones require confirmation of the applicable calendar and revision.

For haze or lasers, prepare equipment, fluid/SDS where applicable, positions, beam paths, audience, rehearsals and stop controls. Establish permit, demonstration, inspection and possible Fire Watch requirements with the Event Manager and FEMS Fire Prevention before use; do not disable detection yourself. Check FDA separately for lasers and FAA for skyward projection. Florida registration does not apply to D.C.

For a stage, tent, generator or other temporary structure, determine the process and required drawings with Department of Buildings (DOB). DOB requires a master electrician for generator electrical permits. Public space also involves DDOT; confirm with DLCP whether an event license applies. Events DC approval does not automatically cover these processes.

Rigging plotTechnical guide: at least 21 days before the event to Events DC and GLP.

Multi-story boothEvents DC website: 90 days before installation, with certified, sealed professional drawings. This is not every LED installation’s deadline.

How should I budget labor and revisions without mixing rates?

Use GLP’s Labor – All Inclusive Payroll Rate Sheet 2026 as a dated labor reference and request an event-specific quote. The linked production contract still says 2024–2025 and the exhibit contract 2022–2023: do not mix their prices, deposits, revisions or cancellations with the newer labor sheet. Separate labor, points, motors, truss, lifts, power, permits and removal.

The 2026 sheet sets a 4 h minimum call and a minimum 3-person crew for load-in, load-out and show call, with additional staffing as needed. Schedule meals between 4 and 5 h and at least 8 h rest between days; verify callbacks, overtime, weekends and holidays with GLP. A start before 6:00 means overtime for the entire day under that sheet. Do not budget only show hours.

Mark changes to points, weights, bases, circuits, schedules, effects or circulation and resubmit to each affected reviewer. Obtain the cost difference and acceptance before execution. Keep the earlier revision only while the configuration matches it. The worksheet organizes open items; it calculates no loads and evidences no permits.

Frequently asked questions

Can a sign under 200 lb be hung in any room?

No. The lightweight-sign exception has task and staffing conditions; GLP handles all ballroom attachments. Confirm points and organizer permission too.

Does a point rating allow every point to carry its maximum?

No. Beam, bay or system limits and area-specific heights and restrictions also apply. The full system needs calculation and exact CAD review.

Is a floor-supported tower outside GLP’s scope?

Do not assume so. Height, bases, theatrical elements and building attachments affect scope. Submit the complete design.

Does the 21-day rigging deadline cover all permits?

No. Overall plans, estimates, special equipment, structures and licenses have different processes. Confirm each date with its responsible party.

Can rigging approval cover haze or lasers?

No. Establish effect approval with the Event Manager and FEMS, plus applicable federal processes. Keep a show version without the effect until approval is complete.

Does the 2026 labor sheet replace older contracts?

Not automatically. Confirm the quote’s scope, date and terms: the sheet does not itself combine production rigging, exhibits, equipment and permits.
