CAESARS FORUM: LED rigging, electricity and Clark County permits
CAESARS FORUM is at 3911 Koval Lane, Paradise, unincorporated Clark County, Nevada. A Las Vegas postal address does not place it within the City of Las Vegas. Identify the ballroom, partition, booth or outdoor space in the contract; Caesars Palace and Forum Shops are different facilities.
What must be identified before sending drawings or equipment?
Record the full venue name and each system’s location. The assessor record for 3911 Koval Lane identifies Paradise; do not choose a city form just because the shipping label says Las Vegas. For activities extending off site, also verify each affected parcel and road.
Ask show management for the current manual, general contractor, service assignments, access and schedules for that exhibition. The RetailNOW 2026 hub directs electricity, internet and AV to Encore and requires docks and GES processes for heavy freight. These are that event’s instructions: GES, its dates and discounts do not carry over to another exhibition.
Define who submits each application and who receives approval. A commercial request, a received drawing and an issued permit are different states. Keep the approved revision and its conditions with the work order.
| Condition type | What it addresses | What to confirm |
|---|---|---|
| Public authority | Clark County Fire Prevention reviews permits within its remit; other departments participate according to the activity. | Permit type, applicant, drawings, inspection and issuance. |
| Venue and supplier | The venue assigns use and access; Encore publishes rigging review and connection procedures. | Room drawing, reserved tasks and contracted equipment scope. |
| Show management | Booth layout, heights, schedule and event contractor. | Applicable manual and design approval in addition to other reviews. |
| Technical recommendation | Load breakdown, route, supply and recovery configuration. | Exact-system documentation and acceptance of the specific installation. |
What does Encore need to review a suspended LED wall?
Complete the rigging request and obtain the ceiling CAD with room points. The published standards require all flown equipment overlaid on that plan and .dwg, .dxf or .vwx files. Include positions, dimensions, top and bottom elevations, weights of panels, hanging bars, truss, motors, cables and accessories, and calculated point reactions.
Encore’s review checks building and truss loads; outside engineering review does not replace it. Request exact points and limits: dividing total weight by motor count does not establish load distribution. Do not copy capacities from Venetian Expo, LVCC or another room.
The standards prohibit flying a video wall from a single truss chord. Center the assembly using an appropriate, approved pickup solution for the system, close to truss panel points. Steel safety backup is required for suspended elements, with hardware rated for overhead suspension. Do not improvise an adapter without manufacturer documentation.
Encore makes ceiling connections; hanging from an airwall track needs express confirmation. Its restriction on using a lift to dead hang items over 100 lb or over 10 ft long is a method condition, not ceiling capacity: it calls for chain hoists or crank towers and review of the solution.
The published general crew starts at two riggers, but call minimums, extra staff and equipment depend on market and project. Exclusivity over motors, truss, ground-supported structures or lifts varies by venue: obtain the CAESARS FORUM list. Operating an Encore lift requires active certification and the relevant form; this alone does not authorize a building connection.
How should ground support, power and unloading be prepared?
For ground support, submit footprint, height, weight, reactions at bases or wheels, ballast and freight route. Request allowable loads and surface protection for the room and route. No room-specific floor or ballast limit is confirmed here: carpet protection does not establish structural capacity.
Agree on dock, maneuvering, handling equipment and time with the event contractor. RetailNOW’s heavy-freight instruction excludes public entrances, Harrah’s or LINQ lobbies and public corridors. For another exhibition, obtain its approved route; a pedestrian hotel connection does not establish a path for cases, truss or pallets.
Separate the power order into service outlet, distribution to equipment, labor, after-hours continuity and removal. Attach voltage, phases, frequency, documented maximum load, connectors and a location drawing. Confirm who connects to the building and who distributes within the booth; OCCC’s Florida allowance for branching power does not transfer to this facility.
Before energizing, check that the delivered point matches the requested voltage, phases and connection. If it does not, leave equipment unpowered and request correction from the authorized service. If consumption or distribution changes, update the order and drawing; do not reassign a circuit based on connector size.
Confirm credentials, insurance, training and union task allocation under the event’s applicable agreement. No universal authorization for outside crews or current union rate is published here. An outside supplier’s supervision does not itself authorize reserved work.
Which permit does an exhibition need and what is Permit by Inspector?
CCFC 105.5.15 requires an operational permit for exhibits with an occupant load of 300 persons or more. Show booths, aisles, exits and widths, partitions, registration, stages and firefighting equipment, with egress analysis for each configuration and any pre-function use. Approved master egress plans take precedence over generic calculations.
The official 01/2026 guides allow consideration of Permit by Inspector (PBI) when occupancy is below 3600 persons, within 75% of exit capacity and there are no pyrotechnics, flame effects or open flames. Confirm eligibility with Fire Prevention: PBI removes prior plan submission for that procedure, but plans must be available and the permit is only issued after a complete on-site inspection.
One permit may cover rooms for the same event and use, on the same level and within 250 ft measured along egress routes. This does not automatically combine the entire complex. For different layouts, the code requires separate permits; ask how a reduction in tables or chairs is treated, as the guides address that case specifically.
Attach flame-resistance certificates for fabrics and decorations under NFPA 701 or the authority’s stated alternative. A temporary ceiling, covered booth or change to fire protection may require additional review and permits; commercial booth acceptance does not replace them.
| Submission | Deadline or condition | Scope |
|---|---|---|
| Encore rigging | At least 21 days before load-in. | Supplier standard; late submissions may add rush charges and do not guarantee availability. |
| Sports and Special Events (SSE) | At least 60 calendar days before the event when that procedure applies. | Preliminary approval; it does not replace final departmental permits and inspections. |
| Exhibition / PBI | Arrange procedure, review and inspection with Fire Prevention. | Do not treat the rigging deadline as a universal permit deadline or assume PBI removes drawings. |
What should be checked for haze, lasers and outdoor structures?
For haze or fog, send the venue and Fire Prevention the machine, fluid and SDS, location, ventilation and rehearsal/show schedule. Obtain the permit, trial and alarm-supervision decision before emission. Do not assume water-based fluid is automatically allowed or disable detectors. If incompatibility appears, stop the effect and return to the configuration without emission until a change is approved.
For a laser light show, identify model, class, producer and projector documentation. FDA requires the relevant product and show submissions and a variance application for Class IIIb and IV equipment; operation must await the approval letter and follow its conditions. Federal approval does not replace venue authorization or local controls. Distinguish a video projector with a laser light source from a beam show.
If beams or other effects may affect aviation, Clark County refers to Las Vegas Tower, Airspace and Procedures. Submit positions, directions, elevations, range and beam termination measures through the applicable process. Do not perform outdoor emission based solely on sending a notification.
For temporary outdoor structures exceeding 2500 ft², CCFC 105.5.51 and Special Event Structures guide 01/2026 establish a permit requirement. The guide allows up to six consecutive weeks and requests calculations sealed by a Nevada-registered SE or PE, installation drawings, loads and reactions, operating limits, wind, ballast or anchors and the effects of adding LED, sound or coverings. It also requires an independent inspector and a report for final inspection.
That category’s threshold does not make every smaller structure unrestricted or approve a tent: these are different scopes. Confirm parcel, use approval, access, egress and other permits. Do not add a tarp or LED wall to approved truss without reviewing exposed area, loads and the weather plan.
Which costs should be separated and how are changes handled?
Request the event estimate separately for CAD review, points, motors, truss, lifts, technicians, minimums, overtime, power and distribution, removal, surcharges and taxes. The Encore 2024 rate sheet linked by Commercial UAV Expo expressly says it is unsuitable for 2026 orders; do not use it as a current quotation.
The CCFC 2024 compilation published as 2026-10-08 separates administration, review and permit fees. These documented figures are not the amount payable: section 108 allows fiscal adjustments of up to 3% and additional charges. Request a current assessment for the application type and area.
For exhibits, the permit-fee range depends on aggregate room area under table 108.2.6(3). Confirm the administrative charge in the assessment: clause 108.2.4 and table 108.2.7 state it with different units. Do not finalize a budget by adding components before resolving their application.
If position, weight, height, points, distribution, effects or egress change, mark and resubmit the revision to Encore, venue, show management and authority as affected. Encore requires notice before adjustments to flown equipment; Fire Prevention requires review or a permit for the new layout. Keep the approved design and revert only if equipment and conditions still match.
Document check: October 17, 2026. Point and floor capacities, union task allocation, exclusive equipment and each effect’s authorization need confirmation for the specific room and project; this guide does not establish an approved installation.
| Public fee component | Value in the consulted text | Limit |
|---|---|---|
| Area-based Permit Fee | USD 130 × range in table 108.2.6(3). | One permit component, not total cost or a rigging rate. |
| Initial Plan Review | USD 195; covers initial submission and first resubmittal. | Accepted PBI carries no such review fee; other charges remain. |
| Express Plan Review for a new permit | Additional 2 × Permit Fee. | Subject to availability; no approval or inspection date is guaranteed. |
Frequently asked questions
Is CAESARS FORUM within the City of Las Vegas?
The official record for 3911 Koval Lane identifies Paradise, unincorporated Clark County. Also verify affected parcels and roads if the event extends off site; Las Vegas in a postal address does not determine the municipal permit.
Can I quote a flown LED wall without the room drawing?
First request the CAD with points and limits and submit a request to Encore. Its standards require review before quotation. Provide the exact system, weights and calculated loads; an estimated motor count does not show that the ceiling accepts the layout.
Does engineering review replace Encore approval?
No. Encore retains its rigging load and connection review. Engineering, show management acceptance and public permits are separate reviews; establish which apply and retain each approval.
Does PBI mean the exhibition can open without drawings?
No. Drawings must be available to the inspector and meet egress requirements. The PBI guide issues the permit only after a complete on-site inspection; confirm eligibility and the appointment with Fire Prevention.
Are water-based haze or an FDA-approved laser already authorized?
No. Submit the effect to the venue and local authority and verify conditions. FDA documentation for lasers relates to the product and show; emissions that may affect aviation have a separate FAA process. Do not test an effect while applicable approval is missing.
Can I change an approved installation during load-in?
Notify before changing loads, positions, power, effects or egress. Send the revision to affected parties and await their decision; another review, permit, crew or cost may be required. The earlier option works only if it remains the approved and viable configuration.
