Prime Osborn Jacksonville: rigging, power and load-in access
Prime F. Osborn III Convention Center is at 1000 Water Street, Jacksonville, Florida. Legends Global operates it for the City of Jacksonville. Identify the exact space: Exhibit Hall, meeting rooms and Old Terminal have different limits.
Why is weight divided by the whole room area insufficient?
Loads reach the floor through individual supports and wheels. Plot their positions, weights and transport route; obtain concentrated-load and surface-protection review. Do not use empty room area to justify a heavy base.
Request the Exhibit Hall rigging grid from the venue; a rigging plot may be required. Obtain WLLs and approved points before selecting hoists or flying LED; the Grand Lobby’s 75 ft ceiling does not establish suspension capacity.
| Check | Scope |
|---|---|
| Exhibit Hall / meeting rooms | 360 lb/ft²; concentrated loads need confirmation |
| Old Terminal | 250 lb/ft²; do not transfer Exhibit Hall rating |
| Doors 1 / 6, grade level | 15 ft high × 24 ft 9 in wide |
| Grand Lobby interior door | 11 ft 4 in high × 9 ft 6 in wide |
Which door can restrict a rack or flight case?
Measure packed equipment, including wheels, hardware and maneuvering clearance. Grade-level Hall A and B entrances are Doors 1 and 6; Grand Lobby and Ballroom interior doors have different clearances. Check the entire route, not just the exterior entrance.
If equipment cannot pass, hold it before the narrow section and arrange another route or permitted dismantling. Do not remove doors or use egress routes as holding areas. Record the approved route and time slot for load-out.
Can I rent outside AV equipment and use the building sound system?
The venue directs AV equipment rentals to an outside supplier. PRI Productions is preferred; that status does not make it exclusive. Building sound is available for announcements, and standard meeting-room setups include a connection where available. Check whether that signal serves the intended function or a separate reinforcement system is needed.
Separate equipment rental, technical labor, power distribution and telecommunications in the budget. The Event Cost Estimate supports budgeting; the Event Order must confirm the setup before work begins. Accepting an equipment supplier does not by itself authorize its crew to perform every task.
Who must install the rigging and audiovisual system?
The Technical Services condition identifies IATSE Local 115 as the center’s exclusive technical personnel. It requires those personnel for rigging in Ballrooms and Exhibit Halls, including trade-show aisle signage. For AV larger than 1 microphone and 2 speakers, it covers load-in, setup, event production, dismantling and load-out.
Provide an equipment list and task allocation to establish staffing and calls. Do not treat the AV threshold as permission to rig or as an electrical exemption. Keep the accepted work assignment; if the system changes, review the scope before dispatching a different crew. A point plot and WLLs are still required.
How do I order power for LED, sound or lighting?
Electric and Utilities is listed as exclusive: request distribution through the venue. The guide locates 120/208 VAC on a 30 × 30 ft floor grid and offers 400 A on request. High Electrical Form lists 208 V, 60 Hz, 3-phase services from 20 A to 400 A. This does not establish a connector or spare capacity at the installation location.
Submit the voltage, phases, current, frequency and connection required by each device, together with a distribution plan and energization schedule. Compare the confirmed supply with equipment nameplates before connection. If they differ, keep equipment disconnected and correct the order with the center’s electrician; do not infer the connector from the form’s amperage.
Permanent wall or column outlets require prior written approval. Keep floor boxes accessible and coordinate their positions before laying carpet: the conditions allow center technicians to cut floor coverings for access unless otherwise directed. Exhibitor cords for 120 V must be 3-wire grounded types.
Which lead time, 24-hour service and electrical charges should I budget?
The electrical forms with a 2026 scope require orders at least 5 business days before the first scheduled move-in day to qualify for advance rates. The payment receipt date also matters; orders placed or paid during move-in use Floor Order rates. Installation depends on full payment, not merely sending the form.
The 24-hour service column specifies an additional 50%; establish whether equipment must stay powered overnight. Electrician labor has a 2-hour minimum and must be ordered in advance. High-power service may incur infrastructure-related charges. Obtain a total separating connections, equipment, labor, operating hours and surcharges before confirmation.
| 208 V / 3-phase service | Advance Order, USD | Floor Order, USD |
|---|---|---|
| 20 A | 205 | 295 |
| 100 A | 515 | 665 |
| 400 A | 1140 | 1545 |
Amounts from High Electrical Form for 2026 events, checked on October 18, 2026; the document allows prices to change without notice. These are not a GLMedia quote and do not automatically include all installation work. Standard and high-power forms list different prices for some accessories: use the applicable form and quote without mixing columns.
How should I coordinate rehearsals, overnight load-in and plan changes?
The guide defines a rental day as 08:00 to 23:59; work between 00:00 and 08:00 incurs additional rental charges. Continuous electrical service does not by itself extend access, rehearsal or technical work hours. Compare the contract, Event Order and crew calls against the full setup and load-out schedule.
The insurance certificate is due 30 days ahead. The table requires event requirements 30 days ahead for categories I and II, and 15 days for III and IV; the general explanation mentions 15 days. Confirm the category and its agreed deadline rather than shortening it based on the general text. Revisions are accepted up to 48 hours before the event, and later changes normally incur charges: neither constitutes fresh structural or fire approval.
If a screen, base, suspension point or aisle changes, mark the revision and resubmit the scope for acceptance. Until it is resolved, retain the approved configuration or remove it from the program; paying a surcharge does not authorize the change.
Is the advertised Wi-Fi enough for streaming or equipment control?
WiFi & Internet advertises complimentary 150 Mbps download and upload for clients and vendors. That figure does not establish dedicated bandwidth, latency or encoder continuity. Telecommunications is exclusive and ordered through the venue; do not assume every Ethernet jack is an assigned connection.
The 2026 Telecommunications form offers High Speed Internet for 1 unit for up to 1 week at USD 350, with up to 4 additional units on the hub at USD 50 each. It does not state the purchased bandwidth or establish that this is the same complimentary service. Confirm the handoff, allowed devices, bandwidth, operating hours and backup option; keep credentials out of the worksheet.
Before the event, schedule a check using the actual encoder and destination: record sustained upload, dropped frames and stability over the intended period. If the result cannot sustain the selected bitrate, reduce the profile within the accepted scope or use the planned backup link. Do not change venue infrastructure settings.
Does a room booking authorize lasers, haze or pyrotechnics?
No. The admission FAQ prohibits laser pointers and fireworks or other incendiary devices among attendee items. That admission rule does not define a show-laser approval procedure or establish that haze is allowed. Prepare the model, class, power, beam path and termination; for smoke or haze, identify equipment, fluid and intended scope. Keep effects out of the program until venue acceptance and applicable authorizations are in place.
Separate installation review from municipal permitting. Jacksonville publishes a minimum 90-day lead time for complete Special Event applications; applicability and attendee counting for the specific event need resolution with the Office of Special Events. This lead time is not a laser permit and does not replace Jacksonville Fire and Rescue Department review. Do not apply park or street-closure procedures to the center’s interior unless they apply.
Provide a plan showing the stage, structures, exits and circulation. Retain an effects-free version for operation if approval is missing. Any detector arrangements and Fire Watch must be defined by the venue and authority; production must not disable detectors independently.
Frequently asked questions
Which building light can be used for a video check?
Exhibit Hall has zoned primary LED and dimmable secondary halogen lighting. Arrange a check with the intended lighting state, observe contrast and reflections and record the state for restoration afterwards.
Can the capacity table be used as the installed event’s occupancy?
Not directly. The guide warns that maximums leave little room for presenter equipment; staging and AV may reduce seating. Use your actual layout reviewed by the venue and competent authority.
Does a 15 ft entrance guarantee access to the Ballroom?
No. Ballroom Door 11 is listed as 7 ft 10 in high by 7 ft 7 in wide. Check turns, slopes and interior sections before dispatch.
Can two exhibitors share an electrical connection?
The electrical forms prohibit sharing connections between exhibitors and require separate orders. Identify each booth and load before ordering distribution. If the allocation changes, have the venue service revise the order and connection.
What should I do if a rack loses power during rehearsal?
Stop demanding the affected load and notify the center’s electrician with the circuit number, connected equipment and time of interruption. Compare that load with the ordered connection before restoring service. Do not repeatedly reset protection or move the rack to an unauthorized outlet; resume with reviewed distribution and a recorded operating state.
Can I bring streaming cameras through public admission?
The attendee FAQ restricts professional cameras, recording and streaming. Do not use public admission as technical accreditation. Include cameras, operators, recording and streaming in the Event Order and arrange production credentials and access before dispatch; image-use authorization and connectivity are separate checks.
